Wayne Brewster, the Governor of Sydney, is involved in corrupt property deals with an up-and-coming Architect. Then a tragic yachting accident wipes out a young family. Twelve years later, Australia's Prime Minister Howard Johnson endorses Brewster's campaign to be Sydney Governor once more and helps him push his controversial policies through Parliament.

 

At the same time, Detective Ryan Campbell is investigating two missing schoolgirls when a mutilated body is found on an abandoned building site belonging to Wayne Brewster. Lisa Gordon, a Political Journalist at the Sydney Telegraph, receives a call from her Editor to report on the crime — much to the annoyance of Detective Ryan.

 

Over the next year, political opponents fall by the wayside and a serial killer evades Detective Ryan, with Lisa Gordon's political articles attracting unwanted attention and putting her life in danger.
